Several cormorants, perched on the trunks of submerged trees, now and then darted down like arrows on some big fish which their keen eyes had espied, and as they rose, tossing them up in the air with their tails, they never failed to catch them again by the head, and swallow them at a mouthful.
Several cormorants, perched on the trunks of submerged trees,/(コンマの後)now and then darted down like arrows on some big fish/(関係代名詞の前)which their keen eyes had espied,/(接続詞の前)and as they rose,/(動詞のing形の前)tossing them up in the air with their tails,/(主語が文頭にないときの主語の前)they never failed to catch them again by the head,/(接続詞の前)and swallow them at a mouthful.
Several cormorants, perched on the trunks of submerged trees,
now and then darted down like arrows on some big fish
which their keen eyes had espied,
and as they rose,
tossing them up in the air with their tails,
they never failed to catch them again by the head,
and swallow them at a mouthful.

never failed to→ never fail to = 必ず〜する。
Several cormorants(これが主語), perched on the trunks of submerged trees,(perched:分詞構文→主語の鵜がどんな状態か) now and then darted down like arrows on some big fish(darted:動詞→鵜の動き)which their keen eyes had espied(which:関係代名詞→先行詞の some big fish を後ろから修飾), and as they rose(rose:動詞→鵜の動き), tossing them up in the air with their tails(tossing:分詞構文→鵜の動き), they never failed to catch them again by the head(never failed to catch:動詞→鵜の動き), and swallow them at a mouthful(swallow:動詞→鵜の動き).
