課題文中に使われている make out〜 は「〜を見分ける」という意味です。
例：It was so dark that I could hardly make out his face.→ とても暗かったので、私は彼の顔をほとんど見分けられなかった。
課題文中の表現→ I could just make out dimly through the fog the form of a deer crossing the grass
make out のすぐ後に目的語がないので、「何を見分けるのだろう？」と思う人もいるかもしれません。make out と目的語の間に、挟み込まれている語句があるためです。→ make out／dimly（副詞）／through the fog（前置詞句）／the form〜（make out の目的語）という形になっています。
